How should I pot these gingers?

I just obtained two very small gingers. One of them is: Golden Brush Ginger and the other is a Dwarf Cone ginger. Both appear to be potted very shallow and wobble around a bit in the pots. Should I repot them on the surface like this or deeper? Thanks for any suggestions on this!!!

Just below the surface is ideal

They like to be just below the surface. In new planting I would stake them with bamboo if they are tall. If they have already flowered you could clip them shorter so they aren't so top heavy!
