Yes. Given your zone, the sooner the better. Cutting them back now won't hurt them. Or you can tease out the dried foliage if most of a plant has remained green. If any are dying out in their centers, this is also a good time to divide and replant.

I just gave all my grasses their annual haircut over the weekend (and got my first gardening blister of the year !!! YEA, I love it after this cold winter) and my cool season grasses even had a few small green shoots starting...and I am in a much colder climate than you are...I even have to move a bit of snow to get rid of the dead fronds which were burried. So most definately get on the cool season grasses before they really start putting out their foliage.
