BTW, I have seen reports that J & P had closed and was attempting to sell remaining assets. Too bad! Ihave, in past years, ordered a lot of Roses from them.

There's plenty of other places to get plants that don't have a 50/50 +/- rating.
They're probably 1¢ because now is the wrong time to plant bare root.

I would consider ordering from any of the garden watchdog top 30 companies. Personally, via mail order I would choose to buy fewer, more expensive plants that will survive instead of wasting money on postage for things which may not (and probably won't) survive.
If you are having trouble affording the garden you want now,
I suggest holding off on so many big plans. Begin building areas that will be successful and putting your bucks. You mention a home owners covenant so you are probably limited to the space you can garden anyway. I would start by making beds in the most visual spaces, and working on the soil structure, buying only what I needed for those areas. That affords you the time to save some cash for fall, when it will be a great time to plant, and when we will be having another plant trade!!!

J&P was bought by Wayside Gardens. I'm not sure if they are going to merge or what, but they always have sales this time of year.

I'm not familiar with Spring Hill, but have bought many roses from J&P. In fact, I have 6 soaking in pails on my porch right now.

It's riskier to plant this time of year, but it's doable.
