Periwinkle Not Filling In

Hi - I transplanted some periwinkle a couple of spring seasons ago. It's not filling in very well at all. The top portion of the clump is dry and brown but underneath I see new green and some flowers.

I'm glad it's still alive but I thought it was evergreen and I was expecting it to be a lot more filled in by now.

Any advice?
