Creeping Sedum

My mother has asked me to replace some small flowers in front of her condo with creeping sedum. (It's just a small strip; about 16-20 inches wide and 15-18 feet long) It's a very sunny location and it is currently covered with landscaping stone.

My question is simple, do I need to remove the stone to allow the sedum to grow or will it thrive with the stone in place?
