probably what I am thinking of planting - "creeping vinca" also known as "periwinkle vinca"

I would second the opinion, but once you plant it you will always have it more and more and more. Consider, for variety sake,(even though flowering is brief), the forms that come with wine-colored or white flowers as well as the one people are only too happy to give away. That comes in periwinkle blue, which, actually is named after a kind of snail.

People might laugh at me, as around here, some people just call them "forest weeds," but I think they are BEAUTIFUL...they are evergreen, produce small white/pinkish flowers, and red berries, the creeping wintergreen! I plan on planting some in my yard. But it prefers more shade than sun I think, I'm not sure how much sun it can tolerate.

This may not be considered a groundcover, but what about Candytuft (Iberis sempervirens)? It's not invasive, only 8-10" high but get huge across. Stays green year round even here in MI. I have white, but I guess it comes in different colors also.
