I don't know about the effect of heavy rain at this time of year, but that symptom usually sounds like it wasn't pollinated. The bulb usually does grow a bit after the flower dies, but if it wasn't properly pollinated, it just turns brown, shrivels up and dies.

But if the plant is healthy, you should see improvement when the weather gets better... barring hurricanes. ;-)
