Zebra Grass Just Not Happening

I planted this grass last year - possibly late in the season. It was a cold winter and maybe the plant didnt take hold and is struggling. I am just guessing. I have watered it and kept it moist. It is now the end of June and I am just getting minimal growth. Anything I can do to help this guy? It is in full sun. See the attached pic.
