I'm in Chicagoland - 52 miles NW of the city - I just moved a bunch of it because the original location grinds out so much that I could open a plumbago store. I did it on a cloudy day which was fairly cool (for here, that means upper 70's). The first couple of days they looked like they might give up but then they perked up and one of the plants already has the little blue flower! I did use a root start-up product that just helps things take hold faster and reduces transplant shock. I think it's best (and easiest) to move when they are tiny - just peeking through. But these were full-size and made it fine.
