Need Plant ID - No Picture

I know, I know - it irritates me too when someone wants a plant ID and doesn't show a photo. Now it's my turn to be irritating.

I picked up a plant today - I think it's a perennial - no tag - no one at the store could identify it. It was the last one there. If has brilliant cobalt blue flowers - about an inch across. The flowers have spurs on them that look a good bit like the spurs on columbine. However, the rest of the flower looks nothing like columbine. The leaves are deeply cut - almost threadlike, but not quite. Sort of between fernlike and threadlike. Any ideas?
