pine stump shavings prevents growing grass

I have a 10-ft. round area where a large pine was removed and its stump was ground. I want to grow grass in this area but it is full of pine shavings and dirt. Will I need to remove all of this (probably at least 3-4 feet deep) and bring in top soil to get grass to grow?

Yes, remove the chips and put them aside to age so that you can use them as mulch in the future. You will have to bring in top soil to fill the hole. If you leave a bunch of the grindings, they will soon decompose, leaving a void or a big depression in the ground.
