I can't help you on the shrubs. But when you mention shade, I think Hostas and Impatiens.

There are numerous types of Hostas varying in size. And the Impatiens would give you some color.

I presently have one area that I used wood ferns and sword tail ferns for the floor around my trees. Still this won't help you on cutting down the view from neighbors.

I have similar areas in the future that I plan to clear of underbrush and sticky vines, but it will be in shade so I will look forward to other comments.

I would plant plumbago, brugmansia, rose of sharon, and cannas. They all do well in my shade. If under brush grew then these should also. All are very hardy and quick growers.

Ferns are generally happy in the shade as well. They won't do much to screen the view of the next house, but they're pretty. :)

Many homes in my area use lots of bouganvilla and ixora shrubs. They do well and are easy to tend.

I have lots of shade and for screening I use arbricola. Not sure if they are cold hardy in your zone. Otherwise, camelias, rhododendrons and azaleas all love shade and all have gorogeous blooms. They are acid loving plants so a soil test may be needed.
