re-doing flower beds

I need to re-do existing flower beds. I've been reading that you can take up existing plants for a few days while rebuilding the soil. Any plants that do not take kindly to this treatment? Is putting them in plastic garbage bags with soil and water O.K.

Better to toss some dirt over the roots for a few days.
