I think you are referring to Jute netting. I have not used jute netting but I have used an erosion control blanket to establish grass on a steep hillside with good results. You could use an erosion control blanket and cut slits in it to plant your plants. Jute netting would be better than nothing. When properly pegged in, blankets and netting help hold the soil to the hill. Blankets are good for keeping the hill from washing away and as a mulch over many types of seed.
