HELP-My Plumerias are under attack!

Dennis and I were sitting on the patio and we we noticed my much loved Aztek Gold Plumie from Lady looked like it was hit with a blow torch! Dennis thought that maybe he may have accidentally hit it with the hedge trimmer this weekend when trimming th coco plums, but on closer inspection...this is what we have.

The Leaf ends look burned and there is a yellowing on them like something is sucking the life out of them. He went outside the pool cage and on one of the larger leaves found these 2 stick like spiders, beetles?? He tried to capture one so I could photo it but it got away. There also appears to be eggs being laid on the back spines and at the fringes of the burned looking leaves. Can anyone tell what it is? It is moving to some of my other Plumies too. How do I treat it and get rid of these torchers???
