for the 'what when' there are many options. if you search IFAS vegetable garden, you will find a publication from UF that is very good. Toward the bottom of the publication, it provides recommendations for planting date by region. IME it is much better than what seeds packets may suggest. I tend to use a sterile medium of peat and perlite for germination, or i'll put them straight into the ground where they will grow if I am pushed for time.
