I'd try the shrubs forum...the folks over there know a lot. But don't expect anything to be 100% deerproof. Good luck!

When the shrubs are small, the deer will browse them right to the ground, so put a mesh barrier around them. Once the shrubs are big (tall), the deer will leave them alone. I'm referring to the shrubs that deer won't usually eat, like forsythia, caryopteris, and tall lilacs. I gave up on planting anymore shrubs here in the country.

We've had good luck with spirea (several different cultivars from short to mid size) Deer dont eat them, they seems pretty tolerant of road salt. They dont grow as tall or as wild as forsythia though. (the deer here love lilacs, hate forsythia) They can be pruned as necessary. I guess my only objection to them is they are multi stemmed and leaves tend to gather in them. (hand clean the leaves or learn to ignore them, I guess.
