Once it's growing, garlic doesn't like to be moved so if you do, at best you'll get small heads. For the one that's multiple, you should definitely separate the plants leaving one intact in the ground so that it can get all the nutrients and room it needs to make a large head. Use the thinnings just as you would garlic chives.
