Help identify this hydrangea

I planted two hydrangeas about 10 years ago, they have never done well, I'm sure due to my not taking proper care of them. I am not sure if I am supposed to cut these back to the ground to encourage new growth or just prune lightly. I am attaching a few pics, if anyone can tell me what they are and what I should do to help them along I would greatly appreciate the advise. Thanks.
