overwintering, zone 9

We have had a mophead (best I can tell) hydrangea for about 7 years. The first through fifth year it continued to bloom quite well from May trough September. The blooms would then turn a beautiful green and burgundy. I would cut it back in January when the frost would turn it black and the leaves would fall. I would leave the canes about 18 inches long. New green leaf buds would start forming by March and the new cycle would begin. I never protected it from frost. It now has barely bloomed (last summer only three heads) and I am wondering from reading this forum if I should have overwintered (cover with burlap?). Is it too late for this year? We are still having occasional cold nights in the 30's.

I obviously have no knowledge in this area. I guess I was just lucky before! Any help is appreciated.
