Input on new hydrangeas placed last fall

Hello! Planted an Endless Summer, Blue Billow, Lady in Red, and several paniculatas last fall. All are doing well. Question is, Lady in Red has old shoots that haven't budded - should I prune these? I have cut the paniculatas to about 12" - is this ok or should I prune back more? RE: fertilizing - I planted them in good soil - I always use Leafgro - and do not plan to fertilize - is this correct? Also planted an "Alice" oakleaf and while my old Tardiva and another oakleaf oare budding, the new Alice is not. It was a one gallon sized plant. Should I call the company I bought it from - White Flower Farm - and request a replacement? Thanks.
