Many Impatiens species have a very short shelf life. You could try it like many of the true annual types like balfouri and glandulifera. These like to go through a season before they germinate. If you dont have any luck that way get a plant of it and it should set seed for next year. You can order some from Cistus Nursery or Annies Annuals. You can also grow it by cuttings since it really is a perennial, just tender.

I too have tried with many seeds and no luck. With this batch of seeds it looks like there might be one but not sure just yet. These were potted for a couple months. I had given up but watered just ncase. It could be a weed blown in as I have this pot outside now.

Impatiens namchabarwensis need Winter sowing! or cold period. They would not germinate otherwise. Easy after 3 weeks or so of cold- put them in warm then.
