3/16' green insect with 1/8' orange eggs

This 3/16" green insect with 1/8" orange eggs is on my egg plants. The orange eggs change into green then the green insect emerges.

Is this green insect a normal pest to egg plant?

I want to pick them off if they are a pest but leave them if they are beneficial.

Its a potato beetle

But what the little 3/16" long green insect?
I picked off the orange eggs by hand and put them in a air tight bag. Then I put the bag into a plastic container with a snap on lid. They can't escape now.
