Stem borer on peony--small winged insects inside

Something was boring into the cut stems of my peonies. I cut off a stem and sliced it open, expecting to see eggs or larvae. Instead I found sections of packed flies/winged insects. They showed no signs of life. I have done a few searches but am not finding any info on what these might be. Anyone ID them for me?
