Anomala Petiolaris 'Mirranda' is a variegated variety. I've personally never heard of a dwarf variety....yg

I've never encountered a dwarf form, either. 'Miranda' does grow quite a bit slower than the species (if that's possible) and neither is likely to achieve the reported mature size any time soon, so you should be safe for a good number of years :-) And of course, you could prune to keep size in check, depending on where/how you grow it.

FWIW, it is a bit of a misnomer to consider a climbing hydrangea a 'vine' - it will not vine in the conventional sense of the word, but attaches to supports by stem rootlets. Not a great selection for a smallish wood or metal arbor or trellis, it needs a larger surface to be able to climb without help.
