Yes, those are irises!

I would move them *after they bloom*, because:

They probably don't get enough light for good flower production under the magnolia,
lots of things die under cedars because of the sap,
& ant mounds just can't be good for any plant.

(If you move them before they bloom, you'll have fewer blooms or maybe no blooms at all.)

For now, I would just get rid of the leaves, twigs, etc, since iris rhizomes are subject to diseases that can shelter in leafy "trash".

To prevent rotting, another iris problem, don't over-water, & don't plant them too deep:
leave the leaf end of the rhizome exposed.

ps: the flowering tree is a pear, I don't know enough to tell if it's a fruiting variety or an ornamental.
