It needs to be planted in an upright position (just kidding about your sideways photo).

How much sun is it getting and how old is it? It may not bloom for the first year or two until it gets some size on it (looks young). It also looks like a paniculata that likes more sun than other types. More sun will help it bloom bigger, better for these types of hydrangeas.

And upon closer inspection of the photo, I believe there are buds forming on a lot of the branch ends. H paniculata flower from around now til September. You probably have a variety that blooms as late as late July or August. No two paniculata flower at exactly the same time, hence the appeal of earlier (e.g. Quick Fire) and later (e.g. Tardiva) flowering shrubs.

For future shaping of the shrub, trim those branches down to half their size this next spring. For shrubs whose max size gets to 8-10' you'll want to prune to 5' or shorter each season once mature, especially when planted in mixed borders or near walkways/driveways.
