The issue of non-bloom in bearded irises is addressed in the FAQs (link at top of forum page). I believe you may find the answers that your friend needs in the FAQs.

In a cold winter area, I recommend digging and dividing immediately after bloom so that the irises have as long as possible to root in again before winter.

I am almost certain your Iris need to be divided. That is very easy to do. Pull up the clump, divide by the fans and replant in the same spot with part of the rhyzome above the surface. The iris will do all the rest of the work.
