Depends. If the fans look super-crowded and the rhizomes are crawling atop each other they are probably not blooming because they are too crowded and need dividing. However, if the fans have lots of room and the rhizomes aren't showing much for smaller increases then they are likely just taking another season to get more established and may bloom again this fall before getting into a regular spring/fall rhythm. I've often found that rebloomers are extra weird when it comes to blooming on a regular cycle as ordinary spring bloomers do, so unless they are super-crowded I wouldn't worry about it yet.

I have found in my 4 years with iris that there are few rules that work the same for everyone. I think rebloomeers are special. There is no hard fast rule but this works in my location. Most RB's seem to take a little longer to get happy in their space. They put on more increase in my area than most one timers. When I divide rebloomers I almost never take up the entire clump. I try to find a way to take out about half and leave part as is with as liitle trama as possible. The part of the clump left in the ground will almost aways stay in cycle and bloom both spring and fall. It always helps to fill the hole with really good dirt.
