Any one have experience with this?

I am in the process of purchasing a Condo, during the Appraisal this picture was in it with the caption possible black mold. Well the Underwriter needs a bunch of extra stuff now.
I have seen stains like this in so many basements and really don't think it's an issue. Anyone have any experience with this?
