It seems to me those lights would be overkill. Exactly what are you trying to grow with theem? :)

Why overkill? Seems like a sensible option for starting maybe ten half trays of high light plants. You could easily grow them to a foot or more with a good reflector. That will produce almost as much light (around 8,000 lumens) as 3x32W good T8s on an electronic ballast (of course you probably can't get a 3-tube fitting!).

You can get slightly better performance at a slightly lower price with straight 48" tubes (if you can source the right equipment). Alternatives in a four-foot straight tube system would be 2x40W (up to 6400 lumens) or 4x32W (up to 11,800 lumens) or even 4x30W (up to 11,000 lumens) as some of the retrofit tubes are now 30W. You'd still have to include a good reflector. You'd get a slightly more even light distribution for covering seed trays.

There are also T5 solutions which would give you a little better performance but I doubt you would be able to find a setup for the price of the power compact. Tube length would be 46".

I've linked to the sort of T8 tube you would need. Look carefully because many tubes will be inferior to the power compact you are looking at. Some will be far inferior. The power compact is a decent solution if it suits your setup and you are not confident about hunting down the right straight tube setup.
