If iris are finished in your area you can safely dig the buried ones without fear of losing bloom (if they're not RE)

For all beardeds, the blooming stem can be removed. It won't inhibit RE from doing their thing. If you leave the stem "& aged flower> and seed pods develop --- well, that's going to use up energy the plant needs to rebloom.

Fertilize the rebloomers now and keep irrigated.

Foliage does not need cutting back in the fall. It's done as a cosmetic thing or to keep newly planted ones from tipping over. People in borer country clean up foliage prior to winter I believe. Here we only remove foliage as it turns brown.
