cf lighting question

this is the link to the 292 watt light setup i have for my old fish tank.

it's actually too much light for that size of tank when both lights are running (aquarium rule of thumb for light is 2.5 watts per gallon of tank water)

anyway, i have the one w/ 2- 6700 K lights, the 6700 k's are supposed to ideal for growing plants in a tank.

what i'm wantin to do is start seeds and grow them from now until mid april when i can trasfer then outside, will this be enough light to do so?

i also have a reg. 25 watt fluorescent fixture if that helps
