Most likely, cold does not hurt if they were completly dried.

Garages are usually dry places, in which case - provided the beans were dry before they froze - they should still be alive. I would have reservations if the paper bags were left on the concrete, though, since moisture can seep into the concrete when the water table is high, or if snow-covered cars were parked there.

They should be good for eating regardless, unless there is mold or mildew present.

They were completely dried and in a large garage bag on a shelf off the floor.
