The brands you listed have good reputable products. As for ventilation, yes you will need it, the more wattage the more venting required. Tropicals will do best under balanced light, as the dual spectrum (one mh, one hps). Im my opinion, if you want 800 watts of dual spectrum, go to www.insidesun.com, and buy one of each of the 400 watts. They are surprizingly cheap, ( I hate to say cheap, cause the product work great). I have had a 1000 watt hps from them that has run for over a year now without problems. The conversion bulbs are suited for one grow light rooms, but look at the cost to replace the bulbs. They are way more expensive than just a mh or just a hps. With indoor lighting you want to try to get the most light you can for your given grow space. If you could tell me how big of an area you plan to use, I can guide you to the right lights better.

Rough measurements are 10'x10' of grow space in a 33'x25' room.

800W is really not very much light for a 10'x10' area but would be sufficient for low or medium light tropicals. It won't be sufficient to grow veggies over that area.

I wouldn't normally expect to heat that sort of space in winter with a 1kW heater, so you probably won't overheat it with your lights. Summer will be a whole different matter and at the very least you will need fans to move the heat away from the plants and possibly to vent it completely out of the basement.
