Sylvania Gro-Lux vs. WS

Hi everyone,
I have read a few post about NOT using Sylvania Gro-Lux Wide Spectrum. Why? Did you have bad experience with that? I have read that non-WS has PAR conversion coefficient of 0.028, and WS - 0.019:

Is it the catch? The only available horticulture bulb in my area is Sylvania Gro-Lux WS and Phylips Agro. So, why not WS? I intend to use it for cacti.
