Yes and yes. Cut the seed pod off, your lily looks stressed without foliage and leaving the pod on will further stress the bulb which I am sure you would like to bloom next year. Your bloom size is pretty much normal for a healthy plant. If it has lost all of its leaves you have probably overwatered it during the summer months since you received it.
