question on scaling

I have grown tiny bulblets from scales and now some of them have VERY LONG sprouts (?) coming from the tiny bulbs..

What should I do to the extra long sprouts? should i cut them off?

Also is there a way to avoid waiting 3 years for the liles to bloom by putting them in the fridge for certain time periods?

Help would be greatly appreciated.. thanks!
