new to lighting

Hello there all! I have been reading this forum for the first time and wow I have to say that it is very informationable. I have winter sowed my plants for the last 4 years with great success, but now I want to start indoors to get a head start with my tomatoes and my peppers. I have a setup of two lights that equal 200 watts, 3200 lumens and each color temp is 2650k. I just got sprouts from my tomatoes two days ago and I want to know if first of all that lighting is sufficient and if it is safe to put those babies under the lights now. I was worried about the leaves burning from the bright light. Also I made my own reflectors with some of the foil pans that you get like say for thanksgiving, and they seem to be working great. Any and all responces are welcomed as I said this is my first time trying this so I am sure to need lots of help and welcome it and any advice as well. Thank you all and Have a wonderful Holiday season. God bless.
