dead bark on Red Sunset Maples

On 20 of our 30 Red Sunset Maples which have been in the ground 3.5 years and are about 4 inches in diameter, there are dead bark squiggly designs. My husband has dug the softness out, a packed brown powder is under the dead bark and sometimes seeing what might be insect eggs, and will plan to paint these areas an a warmer day! Does anyone recognize what's going on , a remedy, and how to prevent? I would so appreciate any help.
