what pest does this?

i have a very young sango kaku that has started leafing out with young new leaves. something has been eating these young leaves on the lower branches.

here are some pictures of the damage:

there are also some leaves littering the floor. i don't think this is deer since mostly the underside branches are affected and the top most accessible leaves aren't. also not rabbit because the sango kaku is too tall (lowest branch 1.5 ft off the ground).

have any of your experienced this before? could it be slugs or grasshopper ..? i had some annuals in the same bed last year whose flowers were always eaten off.. i suspect it might be the same critter but never found out what it was..

really want to find out since the damage is getting to a point that i'm getting worried. don't want this little tree to get eaten to death!
