Leaves alone do not become compost, and combined with soil aren't compost either, but leaf mold, which is made from leaves is a wonderful garden amendment, and that's what you---kind of---made. Chipped leaves break down faster than whole leaves, so they may be broken down enough. I make leaf mold from whole leaves, which I bag up and ignore for two years. When I open the bags up, I have dark, worm-filled leaf mold.

I'd feel comfortable using your leaf/soil mixture now, I think.
