Norway Maple not budding

Our 20 year old, 30 foot Norway Maple has not bud yet (May 17). The Japanese Maple,, Oak, and Sycamore near it are starting full bloom. I broke off some of the branches, and they are not dry, but not completely wet or green, sort of between. The weather in Northern New Jersey was warm in January (72 degrees a few days), and cold in March and April. Any suggestions? Is it dead, or is this common? Every year, it has been a robust ree, but now it looks like the middle of January.

Maples ARE prone to diseases that sometimes take them out quick. Native eastern North American maples have been getting hit by 'decline', Japanese maples seem to have become a constant source of mystery problems among gardeners in this region...maybe try local Extension office.

Thanks bboy. i did break off a few other branches, and they are green inside and damp.

I checked the Extension site, and discovered it might be "Frost Crack". I took some pictures of the tree:
