Hi Ron,
The master gardeners run rain barrel workshops some Sat. mornings at Alpha Ridge landfill. I'm not sure what you get for free with these workshops. Sometimes you just get a barrel and you have to buy the $30 worth of hardware yourself. Sometimes you have to buy your own barrel too. I think it depends on funding. At the Greenfest on 4/2 an organization at the last minute had funded the cost of the hardware IN ADDITION to the barrels, so it was a great giveaway deal.
