My Campanulas

I didn't really know where this belongs. I'm MD, zone 7b.

I've had my campanula canterbury bells for 3-4 years now and it's never flowered. One year the deer ate it down.

It was doing fine this winter and was evergreen but now it's like the plant dried up and the stalks are disconnected from the ground and shouldn't it have come up by now? Is it dead? My other campanula elizabeth is doing fine and the plants are green. They're right next to each other.

I was REALLY looking forward to flowers but can't seem to ever get them!
