BOY that is one pityful maple ...it looks like it was already cut down and this is new growth from the pic which is a bad shot btw ...hard to tell..anywho it might have split from the cold I had one do that and it , after 5 years grew over the split but most likely has weakened it but that was a 20 ft tall tree not a stump with leaves like yours...MY advise is TOURCH it and plant another nearby I see no purpose in trying to ressurect such an awful 1/2 dead specimen unless it has sentimental value ...your success rate will be at most 2% IMHO a waste of time...David
