Trunk trouble on maple

Third post on this troubled tree. 2.5" B&B three years ago. Slow grow, small leaves, thin canopy. Dug up, no girdling. But, cracked and peeling bark at ground level. Black underneath. No bugs. Here are pics. Any diagnoses?
