Starting Lettuce inside for an apartment dweller

Let me start this off by saying that I'm not a market gardener, nor do I offer anything I grow for sale. I volunteer at a community garden whose proceeds are donated to the food pantry. I just started volunteering there this year because it didn't look like anything was being done there and production was almost nonexistent.

I'm looking to grow some beds of lettuce early in the spring. Something like a butter crunch. I have 3 beds in which I can grow lettuce. These beds are 3 feet by 16 feet. I'm going to attempt to plant 4 lettuce plants per square foot. That means I have a LOT of lettuce plants to start indoors. 576 plants, to be exact.

I'm really looking for an economical way to start these seedlings indoors. The cost of doing this will come out of my pocket. Any advice on this matter would be great.
