Autumn Blaze top branches bent

I had (3) 3.5 inch Autumn Blaze Maples planted last month. They came from a nursery that had them balled and burlapped and then covered in mulch rows. Some of the branches are quite spindly and leafing was small. I imagine this is due to being above ground and b&b etc. My concern is that one of the trees has the top branches sweeping sideways at almost a 90 degree angle. Will these branches straighten now that the trees are properly planted? Can they be cut or will this cause more issues? Looking for some guidance since I have not had to deal with this type of growth from b&b stock before.
