Cutting Down/Dead Heading Spring Bloomers?

I have an old fashioned white bleeding heart that is very large (about 3x4 ft) but now it's in amonst the hostas and it's turning bright yellow. Is it ok to cut it back now? If so how much? I'm also wondering if I can cut peonies down and or cut off spent blooms without affecting the amount of blooms next spring?

This is a question I always have this time of year and I've heard conflicting things about this..
